Large scale ocean waves propagating at constant latitude are studied as solutions of the Navier-Stokes equation. Existence and uniqueness of the linearized solutions is proved. Numerical calculations in the absence of a mean current are compared with analytical calculations by \textit{J. Lighthill} [Philos. Trans. R. Soc. Lond., A 265, 45-92 (1969)]. Fourier analysis is used to describe the different types of waves that arise in the wind-excited model in the presence of a mean current.
