Remote Control 46, 1147-1154 (1985; Zbl 0591.90052).] A two-stage method is developed for solving the nonlinear problem of coordinated planning in a two-level active system with independent linear elements. Efficient modifications of the two-stage method are proposed for a system with one active element. A numerical example is solved. [For part II see the following review.]
