[For part II see Autom. Remote Control 46, 1287-1296 (1985; Zbl 0606.90080).] A hierarchical method is developed for the solution of the linear coordinated planning problem in a two-level active system with independent elements. To solve this problem, it suffices to identify an optimal basis among neighboring bases from the feasible set of realizable active-system plans and divisional controls. The method is proved to be finite. A numerical example is solved.
