The title problem has been solved in a planar stagnation flow by the method of inner and outer expansions at small times and for finite but large Reynolds numbers. The paper studies the formation and the initial stage of development of an unsteady boundary layer around a fixed cylinder in a semi-infinite fluid which is started into motion from rest. The interaction between the boundary layers and the outer inviscid flow as well as the effect of the plane wall on the hydrodynamic force exerted upon the fluid by the cylinder are of particular interest. Further, the emphasis is on the influence of the plane wall on the boundary layer detachment from the cylinder and the interaction between the cylinder and the flow.
