E-optimality of the group divisible design (GDD) having parameters \((v,b,r,k,\lambda_ 1,\lambda_ 2,m,n)\) with \(\lambda_ 1=\lambda_ 2+1\), group size 2 and its dual and also of the dual of the GDD with \(\lambda_ 2=\lambda_ 1+1\) and that of the linked block design under a mixed effect model has been proved. The E-optimality is proved using a certain structural property of its C-matrix. The cases of equally and unequally replicated designs have been dealt with.
