Let \(P(m)_*(.)\) denote the homology theory obtained from Brown-Peterson homology by introducing as singularities the Hazewinkel classes \(v_ 0\), \(v_ 1,...,v_{n-1}\). This paper then shows that \(P(m)_*(.)\otimes M,\) where M is a \(\pi_*(P(m))\) module, is a homology theory if and only if the remaining Hazewinkel classes form a regular sequence for M. This result is an extension of the Landweber exact functor theorem (for \(MV_*\) or \(BP_*)\) and of work of Yagita which proved sufficiency of the condition for \(P(m)_*\). The paper itself is a report on a talk given in 1979, and has been a long time in appearing.
