    This paper is devoted to bivariate interpolation. The problem is to find a polynomial P(x,y) whose values and the values of whose derivatives at a given point match the given data. In the view of the Mairhuber-Curtiss theorem, methods of univariate Lagrange and Hermite interpolation are not adequate. Instead of these, the ideas of Birkhoff interpolation turn out to be fruitful. In particular, a shift of the incidence matrix is used in order to characterize ''almost regularity''. Another tool is the decomposition of the interpolation matrices.
