    Let \(\Omega \subset {\mathbb{R}}^ n\) be an open set and \(f\in C^ r(\Omega;{\mathbb{R}}^ k).\) Theorem A. If \(r\geq n-k+1\), then the following conditions are equivalent: \((a)\quad rank f'=k\) a.e. in \(\Omega\) ; \((b)\quad mes_ k E=0\quad \Rightarrow \quad mes_ n f^{-1}(E)=0\) for all \(E\subset {\mathbb{R}}^ k\). Theorem B. For all n,k, \(n>k\geq 1,\) there is a function \(f\in C^ r({\mathbb{R}}^ n;{\mathbb{R}}^ k),\) \(r:=n-k,\) with the property (b), for which rank \(f'<k\) on a set \(E\subset {\mathbb{R}}^ n\) with \(mes_ n E>0.\)
