The first BVP for a degenerate (linear second order) elliptic equation in a bounded domain is solved. The equation is in nondivergence form and the solution is found in a Sobolev space naturally arising from the degeneracy of the ellipticity. The methods used were previously considered by Troisi, Nikolskij, Lizorkin, etc. (see the references). We remark that the main interest is given by the fact that the coefficients of the operator are discontinuous and non differentiable (in the sense of the distributions).
