    A. A. Chuprov (1874-1926) was one of the first mathematically rigorous statisticians and he first had been instrumental in the Russian development of the sample survey theory. In his 1916 paper on the mathematical expectation of the coefficient of dispersion he introduced the general finitely exchangeable random variable in a variance ratio setting. Further development of this theme by Chuprov (1922) and by his student Ya. Mordukh (1923) are discussed, they are notable for the mathematical precision at that time and for its markable technical insight.
