It is known that to construct smooth surfaces interpolating to scattered 3D data in computer aided design, the general methods are at first to triangulate data in (0;x,y) plane, then to define different forms of the interpolating surfaces over each triangle which are smoothly pieced together. There exists a problem that is how to select a best triangulation, because some triangle is best in plane but it is worse in space, and on the contrary, some triangle in space is optimal but it isn't so good in plane as in space, and the authors call it the ``large torsion problem'' of surfaces. A method for constructing rational interpolating surfaces, under local coordinate systems is given to solve the ``large torsion problem'' of surfaces. Under every local coordinate system the authors construct piecewise rational surfaces which are \(C^ 1\) pieced together. This form of the surface has the following advantages: the ``large torsion problem'' of the surfaces can be solved and it is easy to treat the surface, and the shape of the surface is good. Finally, a numerical example is given.
