We consider the problem of finding the potential due to a uniform distribution of point sources of the same time-dependent strength around a horizontal ring submerged in a liquid of infinite depth with an inertial surface. A reduction procedure is used to obtain the transformed potential. This procedure was used first by \textit{W. E. Williams}, J. Fluid Mech. 22, 253-256 (1965; Zbl 0133.217) while considering a general scattering problem due to a submerged time-harmonic point source in water of infinite depth with a free surface while considering a class of problems for time-harmonic surface wave on water involving immersed vertical boundaries allowing for the influence of surface tension at the free surface.
