    The structure and applications of Verma modules over finite dimensional semisimple Lie algebras have been studied by many mathematicians, and their proofs have been simplified by \textit{J. C. Jantzen} [Highest weight modules (German) (Lecture Notes Math. 750) (Springer 1979; Zbl 0426.17001)]. The theory now has been generalized to the infinite dimensional Lie algebras called Kac-Moody Lie algebras containing affine Lie algebras as a special case. This is the first part of a series of papers that will study the structure of Verma modules for affine Lie algebras when the highest weight (plus \(\rho)\) is orthogonal to the imaginary roots. First giving some fundamental results on the highest weight modules over affine Lie algebras, the author discusses the Lie algebra \(A_ 1^{(1)}={\mathfrak sl}(2,{\mathbb{C}}){\hat{\;}}\) and gives a complete description of the composition series, characters of irreducibles and Jantzen filtrations for the generic case. This implies that the Jantzen filtration is intrinsically defined and in particular, the Jantzen conjecture is true in this special case. The author states a conjectural character formula for the case which is excluded in his main theorem.
