    Let \(P=D^ 2_ t-t^ m\sum^{n}_{j,k=1}a_{jk}(t,x)D_{x_ j}d_{x_ k}+t^ q\sum^{n}_{j=1}b_ j(t,x)D_{x_ j}\) with \(a_{j,k},b_ j\in C^{\infty}({\mathbb{R}}\times {\mathbb{R}}^ n)\), \(\sum a_{jk} D_{x_ j}D_{x_ k}\) elliptic, \(\sum | b_ j(0,x)| >0\), m odd, \(q\in {\mathbb{N}}\) and \(q\geq ()(m-1)\). The author considers the Cauchy problem \(Pu=f\) on \(t\geq 0\), \(u|_{t=0}=g_ 0\), \(D_ tu|_{t=0}=g_ 1\), and the Dirichlet problem \(Pu=f\) on \(t\leq 0\), \(u|_{t=0}=h\). The main point of the paper is the construction of parametrices for the two problems. But the author also proves results on existence, regularity and the propagation of singularities.
