The paper describes the calculus of Fourier integral operators with special symbols and phase functions. Namely the phase function \(\phi\) (x,\(\xi)\) satisfies \[ (1)\quad | \partial^{\alpha}_ x \partial^{\beta}_{\xi}(\phi (x,\xi)-x\xi)| \leq C_{\alpha \beta}<x>^{\sigma -| \alpha |} \] for some \(0\leq \sigma \leq 1\) and \[ (2)\quad \sum_{| \alpha +\beta | \leq \ell}\sup_{(x,\xi)}| \partial^{\alpha}_ x \partial^{\beta}_{\xi} {\vec \nabla}_ x \nabla_{\xi}[\phi (x,\xi)-x\xi]| \leq \tau \] for some \(\ell \in {\mathbb{N}}\) and \(0\leq \tau <1\). The symbol p(x,\(\xi)\) belongs to the class \(B\) \(m_{\ell}\) and so it satisfies \[ (3)\quad \max_{| \alpha +\beta | \leq k}\sup_{(x,\xi)}[<x>^{| \alpha | +\ell} <\xi >^{-\quad m} | \partial^{\alpha}_ x \partial^{\beta}_{\xi} p(x,\xi)| <\infty \] for some \(\ell,m\in {\mathbb{R}}\), \(k\in {\mathbb{N}}\). Since the decay order of p and \(\phi\) in x increases as the order of their derivatives with respect to x increases, the asymptotic expansion of symbols with respect to x and the calculus are developed in the paper in a standard way. The main result of the calculus is the following. Suppose that \(\phi\) (x,\(\xi)\) satisfies (1) and (2) for some \(\tau\) sufficiently small and some \(\ell\) large enough, and let p(x,\(\xi)\) satisfy (3) with \(\ell =m=0\) and also be close enough to 1 with respect to the semi-norms defined by 3 for \(\ell =m=0\). Then the Fourier integral operators defined by \[ (A_{\phi}f)(x)=Os-\iint e^{i[\phi (x,\xi)-y\xi]} p(x,\xi)f(y)dy d\xi \] has an inverse in the class of conjugate Fourier integral operators with the same phase function. As an application the micro-local estimates are proved for the resolvent \(R(z)=(H-z)^{-1}\), where \(H=-\Delta /2+V(x)\), V(x) is a smooth real function satisfying inequalities \(| \partial^{\alpha}_ xV(x)| \leq C_{\alpha}<x>^{-| \alpha | -\epsilon}\) for all \(\alpha\) and some \(0<\epsilon <1\).
