    An end \(\epsilon\) of a manifold W is said to be semistable if for some (and every) base \(U_ 0\supset U_ 1\supset_ 2\supset..\). of connected manifold neighborhoods of \(\epsilon\) the corresponding inverse sequence \(\pi_ 1U_ 0\leftarrow \pi_ 1U_ 1\leftarrow..\). satisfies the Mittag-Leffler condition, that is, for every m there is an \(n\geq m\) such that for each \(k\geq n\) the groups \(\pi_ 1U_ k\) and \(\pi_ 1U_ n\) have the same image in \(\pi_ 1U_ m\). The author proves the following theorem: If W is a noncompact connected \(P^ 2\)-irreducible 3- manifold with comact boundary and if \(\pi_ 1W\) is finitely generated, then W has only finite many ends and each semistable end of W is collared, i.e. it has a neighborhood U with compact boundary such tha \(U\approx \partial U\times [0,\infty)\).
