    [For part I, see the author, Autom. Remote Control 47, 1391-1395 (1986; Zbl 0624.93005).] The functioning of a two-level dynamic model of an active system (including human factor) is considered in the paper. The main idea consists in the fact that the lower level active elements predict their future states over several future operating periods. It is also assumed that the headquarters (upper level element) seeks the optimal strategy imposing the coincidence of the actual performance of active elements with suitable predictions and planned targets. For completeness, the respective coincidence conditions are given.
