The ``identifiability thesis'' (credited to Frege) is the assertion that any two (distinct) courses-of-values can be identified with the truth values. It is discussed here whether this thesis is to follow from the so-called ``permutation argument'' as Frege indicated in the ``Grundgesetze der Arithmetik''. The author argues, by introducing a suitable formal language and a relevant semantics, that two possible versions of the permutation argument, once made into formal arguments, are not tenable as foundations for the identifiability thesis.
