The results of \textit{R. Eising} [ibid. 4, 263-264 (1984; Zbl 0542.93007)] are generalized to produce a continuous measure of how `close' a mode is to being a decentralized fixed mode [see, \textit{S. H. Wang} and the second author, IEEE Trans. Autom. Control AC-18, 473-478 (1973; Zbl 0273.93047)]. Implications of this measure of controller design are also explored.
