    Let \(P: E\to B\) be a locally trivial bundle with fibre F, where E and B are closed topological manifolds, dim \(E\geq 5\), and B admits a handlebody structure. This paper studies controlled homotopy topological structures on E, control being measured in B. Such structures can be constructed as a semi-simplicial complex S(p). Following an idea of Hsiang it is shown that S(p) is homotopy equivalent to the semi-simplicial complex of cross sections in a certain bundle \(\tilde p:\tilde E\to B\) which is constructed from p and has fibre S(pr: \({\mathbb{R}}^ m\times F\to {\mathbb{R}}^ m)\). This fibre is the object of a later study by Larry Taylor, Bruce Williams and the author. There results an obstruction theory for the question: When is a controlled homotopy topological structure, \(f: M\to E\), controlled homotopic to a homeomorphism?
