A method is proposed for comparing different sets of aspiration levels assigned to goals in a goal programming problem. This is based on the relative flexibilities that are realized under different sets of aspiration levels. A pairwise comparison method has been proposed for measuring the degree of choosing an objective in the presence of other objectives. This methodology affords to compare different sets of assigned aspiration levels and thereby choosing the best set as the one with the least relative flexibility.
