The authors review well known concepts of global analysis. They claim a connection between Stokes' formula and the boundary element method. This will surprise no one familiar with the boundary element method. Unfortunately, the interesting issues, e.g. spline approximation of closed surfaces, that have to be resolved for practical applications are not addressed.
