    We consider families of maps of the circle of degree 1 which are smooth homeomorphisms but not diffeomorphisms. We give sufficient conditions for such maps to have the rational rotation number on a set of parameter values of full Lebesgue measure. This result differs sharply from what was known about families of diffeomorphisms. Our conditions are satisfied by many of the known examples, which include the standard family \(x\to x+t+a/2\pi \sin (2\pi x) (mod 1)\).
