This paper is devoted to a domain decomposition method for an elliptic boundary-value problem on a domain in the plane. The domain S is partitioned into a disjoint union \(S=S_ 1\cup S_ 2\) with dividing curve \(\Gamma_ 0=\bar S_ 1\cap \bar S_ 2.\) A standard piecewise polynomial finite-element method is used on \(S_ 1\), while special singular functions are incorporated into the basis on the subdomain \(S_ 2\). The degrading effects of possible discontinuities across the curve \(\Gamma_ 0\) are ameliorated by the introduction of a penalty function. Error bounds are obtained.
