    The basic balance laws for the mean turbulent flow of compressible fluids are derived. The averaged form of the Clausius-Duhem inequality is formulated and the thermodynamics of the mean field is studied. The free energy and the coldness of turbulence are discussed and several thermodynamical relationships are established. Based on the averaged entropy inequality, constitutive equations for the mean flow field are developed. It is shown that the resulting model in its simplest form resembles the existing two-equation turbulence models.
