Let M be a compact topological resp. smooth manifold. Denote by TOP(M) resp. TOP(M) the simplicial group of self-homeomorphisms resp. block homeomorphisms of M which restrict to the identity on the boundary. Let DIFF(M) and DIFF(M) be defined analogously in the smooth category. Denote by \({\mathcal C}_{TOP}(M)\) the space of topological concordances of M and by \({\mathcal C}_{TOP}(M\times D^{\infty})\) its stabilized version. Let \(\Omega Whs^{TOP}(M)\) be the suspension of the spectrum determined by the infinite loop space \({\mathcal C}_{TOP}(M\times D^{\infty})\). The main result of the paper is: Theorem A: There are maps \[ \Phi^ s: TOP(M)/TOP(M)\to Q(S_+^{\infty}\bigwedge_{Z/2}\Omega Whs^{TOP}(M)), \] \[ \Phi^ s: DIFF(M)/DIFF(M)\to Q(S_+^{\infty}\bigwedge_{Z/2}\Omega Whs^{DIFF}(M)) \] where are \((k+1)\)-connected if k is the topological resp. smooth concordance stable range for M. In the proof the authors show that after Euclidean stabilization there is no difference between \(TOP^ b(M\times {\mathbb{R}}^{\infty})\) and \(TOP^ b(M\times {\mathbb{R}}^{\infty})\) where b denotes bounded setting. Then TOP(M)/TOP(M) and \(TOP^ b(M\times {\mathbb{R}})/TOP(M)\) are compared.
