Coverings pairs by quintuples: The case v congruent to 3 (mod 4) (Q1116950)

Let C(v) be the least number of quintuples in a v-set V with the property that each pair of distinct elements from V occurs in at least one quintuple. If \(v\equiv 3\) (mod 4), the authors show that \(C(v)=\lceil v\lceil (v-1)/4\rceil 5\rceil\) except for \(v=3,7,15\).
