    Let M be a smooth manifold. A constraint system of class \(C^ r\) on M is a pair \(\{\) \(\{\) \(\tilde Z_{\epsilon}\},{\mathcal F}\}\) of \(C^ r\) family of vector fields on M, \(\{\) \(\bar Z_{\epsilon}\}\), \(0\leq \epsilon <\epsilon_ 0\), and a smooth foliation \({\mathcal F}\) on M such that \(\tilde Z_ 0\) is tangent to \({\mathcal F}\). This is a generalization of the family of the equations \(\dot x=\epsilon f(x,y)\), \(\dot y=g(x,y)\), \(\epsilon \in <0,\epsilon_ 0)\), \(x\in {\mathbb{R}}^ m\), \(y\in {\mathbb{R}}^ n\). The author gives definitions of a solution and of an admissible solution for a constraint system. The orbits of \(\tilde Z_{\epsilon}/\epsilon\) and of \(\tilde Z_ 0\) are studied. The singular perturbation theorem for admissible solutions is proved.
