Let S be an open subsemigroup of a Lie group G with the identity in the closure of S. Every congruence on S with closed congruence classes gives rise to a foliation of the submanifold \(S\cap U\) for a suitable open set U in G around the identity such that the leaves of the foliation locally agree both with the congruence classes and the cosets of a normal analytic subgroup of G which is uniquely determined by the congruence. For instance, if G is simple, then no such congruences exist.
