    The aim of this paper is to study germs of smooth vector fields on \(R^ 3\) with a singularity at the origin from a topological point of view. It is concerned with problems envolving topological stability and determinacy of vector fields. The main result is: ``Let \(M_ k\) be the space of the vector fields X on \(R^ 3\) such that \(j_{k-1}X(0)\equiv 0\) and \(j_ kX(0)\neq 0\), endowed with the \(C^ k\)-topology. Let \(M_ k\) be the space of the vector fields \(X\in M_ k\), such that the blowing-up of X satisfies: (1) restricted to \(S^ 2\times \{0\}\) is a Morse-Smale vector field. (2) its singularities and periodic orbits on \(S^ 2\times \{0\}\) are hyperbolic in \(S^ 2\times R\). (3) the invariant manifolds of the periodic orbits on \(S^ 2\times \{0\}\) intersect each other transversally in \(S^ 2\times R.\) Theorem. Let \(X\in \tilde M_ k\). Then there exists a neighborhood U of X in \(M_ k\) such that every \(Y\in U\) is \(C^ 0\)-equivalent at 0 to X. Therefore the elements of \(\tilde M_ k\) are locally stable in \(M_ k\).
