The paper deals with a method for solving optimal control problems for systems with distributed parameters. The system is described by an equation with a non-self-conjugate operator. A terminal control problem is investigated: the system should go from a given initial state to a given final state in a fixed time so that the \(L_{2,r}\) norm of the control is minimized. An analogue of the Fourier method is developed to reduce the control problem to a corresponding problem of moments using finite integral transforms. Il'in's spectral method is applied to decide if the corresponding spectral elements form a basis or a Riesz basis. The minimum time problem is also considered.
