    [For part I see ibid. 13, No. 2, 289-297 (1990; Zbl 0716.57019).] The main result provides us with some conditions on a non-singular flow transverse to a codimension-one elementary transversely affine foliation \(F\) of a closed manifold \(M\) sufficient for the compact leaves of the boundary of a connected component \(U\) of the union of non-compact leaves to be ``erased'', i.e. replaced by non-compact leaves of a foliation \(F'\) of \(M\) diffeomorphic to \(F\) outside a neighbourhood \(N(U)\) of \(U\), admitting no compact leaves in \(N(U)\) and providing the same holonomy homomorphism as \(F\). One of the Corollaries says that any closed manifold \(M\) of dimension 3 (or 2) fibers over \(S^ 1\) provided that \(M\) admits a transversely oriented codimension-1 elementary transversely affine foliation.
