    Let \(\Omega \subset \mathbb{R}^ m\) be a connected bounded domain and \[ Lu = -\sum^ m_{i,j=1}(\partial u/\partial x_ i)(a_{ij}(x): \partial u/\partial x_ j)+\sum^ m_{i=1}b_ i(x)\partial u/\partial x_ i + c(x)u \] a uniformly elliptic operator on \(\Omega\). Let the boundary operator \(\tau\) be given: \(\tau u=\partial u/\partial\nu+\sigma(\xi)u\) on \(\partial\Omega\), where \(\partial/\partial\nu\) means the conormal derivative. The operator \(M\) defined as \(Mu=Lu\) on \({\mathcal D}(M)=\{u\in H^ 2(\Omega)\}\); \(\tau u=\displaystyle \sum^ p_{k=1}\langle u,w_ k\rangle h_ k\) on \(\partial\Omega\) is studied. (Here \(\langle , \rangle\) is a scalar product in \(L_ 2(\Omega)\) and \(w_ k\), \(h_ k\) are given functions, so the boundary conditions are given in the feedback form.) If the integer \(p\) and \(w_ k\), \(h_ k\) are chosen in a proper way (the stabilization result for the problem \(du/dt+Mu=0\), \(u(0)=u_ 0\) [see e.g. the author, Arch. Ration. Mech. Anal. 79, 241-259 (1982; Zbl 0546.93056)]) then the fractional powers of \(M\) are well defined. The author proves the following Theorem: \({\mathcal D}(M^ \omega)=H^{2\omega}(\Omega)\), \(0\leq\omega<1/2\) holds algebraically and topologically. In addition, if \(w_ k\in H^{1/2}(\Omega)\), \(k=1,2,...,p\), then the equivalence relation holds for \(0\leq\omega<3/4\).
