    Let \((R,m)\) be a two-dimensional regular local ring with infinite residue field, and \(I\) an \(m\)-primary ideal. The purpose of the paper under review is to show that the following conditions are equivalent to each other. (1) \(I\) is a contracted ideal of reduction number one. (2) \(R[It]_ N\), \(N=(m,It)\), is a Cohen-Macaulay ring with minimal multiplicity. (3) \(R[It,t^{-1}]_ N\), \(N=(t^{-1},m,It)\), is a Cohen-Macaulay ring with minimal multiplicity. (\(I\) is said to be contracted if \(IR[m/x]\cap R=I\) for some \(x\in m\backslash m^ 2\). It is said that \(I\) has reduction number one if \(JI=I^ 2\) for some minimal reduction \(J\) of \(I\). A Cohen-Macaulay local ring \(A\) is called a ring with minimal multiplicity if \(e(A)=\text{emb}(A)-\text{dim}(A)+1\).).
