The goal of this paper is to develop a Hopf algebra approach to representation theory of classical groups over finite fields. For the case of general liner groups this was made by \textit{A. V. Zelevinsky} [Representations of finite classical groups, a Hopf algebra approach (Lect. Notes Math. 869, 1981; Zbl 0465.20009)]. This approach leads to a parametrization of irreducible representations which generalizes a parametrization of Green of irreducible representations of the general linear group. Observe that a similar parametrization was given also by \textit{S. V. Nagornyj} who used a more elementary approach [Zap. Nauchn. Semin. Leningr. Otd. Mat. Inst. Steklova 86, 135-156 (1979; Zbl 0433.20034)].
