Let \({\mathcal A}={\mathcal A}(\partial_ x,\partial_ y)\) be a \(2m\)-order linear elliptic operator with real constant coefficients, \[ A(\lambda,\theta, \partial_ \theta) \Phi(\theta)=r^{2m-i\lambda} {\mathcal A}(\partial_ x, \partial_ y) (e^{i\lambda} \Phi(\theta)), \] \[ P_ \varphi (\lambda)\Phi= A(\lambda,\theta,\partial_ \theta)\Phi, \qquad \Phi\in W_ 2^{2m}(0,\varphi) \cap \mathring W^ m_ 2(0,\varphi), \quad \varphi\in(0,2\pi]. \] The author studies the spectrum of \(P_ \varphi\) when \(\varphi\in (\pi,2\pi)\), which is closely connected to the behaviour of the solution of the Dirichlet problem near the conical points of the boundary. It is shown that in the strip \(J=\{\lambda \in\mathbb{C}\): \(-m\leq \text{Im }\lambda\leq 1-m\}\) there are always eigenvalues of the pencil \(P_ \varphi\). They are confided to the interval \([-im,-i(m-{1\over 2}))\), and the eigenvalues lying in \((-im,- i(m-{1\over 2}))\) are simple. Moreover there exist angles \(\varphi_ 1,\dots,\varphi_ m\) such that \(\pi=\varphi_ m<\varphi_{m-1}< \dots <\varphi_ 1<2\pi\) and \(m\) strictly decreasing real-analytic functions \(\mu_ k: (\varphi_ k,2\pi)\to (m-{1\over 2},m)\), \(k=1,\dots,m\), having the following properties: if \(\varphi\to \varphi_ k\) or \(\varphi\to 2\pi\), then \(\mu_ k(\varphi)\to m\) or \(\mu_ k(\varphi)\to m-{1\over 2}\) respectively, \(k=1,\dots,m\); the eigenvalues of the pencil \(P_ \varphi\) located in the strip \(J\) are among \(-i\mu_ j(\varphi)\), \(j\geq k\), if \(\varphi\geq\varphi_ k\). The asymptotics of the functions \(\mu_ k(\varphi)\) are also found as \(\varphi\to 2\pi\).
