The author introduces a modified version of Seligman's construction of Lie algebras from structurable algebras. To prove that the algebra constructed is indeed a Lie algebra it is shown that a suitable base field extension is isomorphic to a Kantor Lie algebra. Several results about ideals, simplicity and semisimplicity are proved. In the special case that the structurable algebra is a quartic Cayley algebra (constructed from a four-dimensional separable commutative and associative algebra over a field by a Cayley-Dickson doubling process [cf. \textit{B. N. Allison} and \textit{J. R. Faulkner}, Trans. Am. Math. Soc. 283, 182-210 (1984; Zbl 0543.17015)], the associated Lie algebra turns out to be of type \(D_ 4\). This class of Lie algebras is investigated in detail. The author announces that every Lie algebra of type \(D_ 4\) over a number field can be obtained by the construction above.
