    Under a constraint between the potentials and the eigenfunctions, the authors consider the spectral problem with three potentials: \(y_{xx}=(u_ 0+u_ 1\lambda+u_ 2\lambda^ 2-\lambda^ 3)y\). It is nonlinearized to be a new completely integrable Neumann system in the Liouville sense on the tangent bundle of sphere \(TS^{N-1}\), while the nonlinearization of time parts of Lax pairs for the soliton hierarchy associated with the spectral problem leads to an involutive system of conserved integrals for the Neumann system.
