The author proposes a notion of basic element for noncommutative Noetherian rings and establishes a Basic Element Theorem corresponding to the \textit{D. Eisenbud, E. Evans} commutative theory [J. Algebra 27, 278- 305 (1973; Zbl 0286.13012)]. Stafford's generalizations of Serre's Splitting-off and Bass Cancellation are corollaries of the Theorem. There are three main problems that need to be solved in order that the theory can be set up. First, one has to decide the correct notion of a basic element in a noncommutative ring. Second, a reasonable dimension is needed for inductive steps: Krull dimension is unwieldy due to the failure of ideal invariance and so the basic dimension is used. Third, one needs compatibility between restricted duals, i.e. certain submodules of \(\hbox{Hom}(M,R/P)\) and \(\hbox{Hom}(M,R/Q)\) for \(J\)-prime ideals \(Q\subseteq P\) in order for induction to proceed; to do this the author introduces the idea of a local dualisation, \(\Phi\), the definition of a basic element is then given with respect to \(\Phi\). With all these elements in place, the proof of the main theorem then proceeds via a number of results too technical and complicated to describe here.
