    This is an interesting paper. Based on controllability arguments, the author proves that the centrality assumption, usually included in statements of Newton's third law, becomes untenable for certain problems in particle dynamics. A more appropriate formulation of basic postulates in particle dynamics is given by Newton's second law together with the week form of Newton's third law and an independently postulated law of moment of momentum.
