    The main results are the description of the left spectrum of the algebras of skew differential operators and the irreducible representations of the quantum Heisenberg algebra over an arbitrary field. The author uses the means of local noncommutative algebras which were developed by himself earlier [Proc. Natl. Acad. Sci. USA 87, No. 21, 8583-8586 (1990)]. Recall the definition of the left spectrum and the algebra of skew differential operators. Let \(\succ\) be a preorder on the set \(I_ \ell R\) of the left ideals of the ring \(R\) such that: \(m\succ n\) if there exists a finite subset \(x\) of elements of \(R\) such that the left ideal \((m:x)=\{z\in R:zx\subset m\}\) is contained in \(n\). The left spectrum \(\text{Spec}_ \ell R\) consists of all the left ideals \(p\), satisfying the following property: \((p:x)\succ p\) for any \(x\in R-p\). Let \(\theta\) be an automorphism and \(d\) a \(\theta\)-derivation of a commutative algebra \(A\). The associative ring \(A[x;\theta;d]\) of \(\theta\)-skew differential operators is a left \(A\)-module of polynomials in \(x\) with coefficients in \(A\) and with the multiplication uniquely defined by the property: \(xa=\theta(a)x+d(a)\) for any \(a\in A\). The quantum Heisenberg algebra is an \(A[x;\theta;d]\), where \(A=k[y]\) (over a field \(k\)), \(\theta f(y)=f(qy)\) for some \(q\neq 0\). This algebra is a \(k\)-algebra with generators \(x,y\) and defining relations: \(xy-\theta(y)x=d(y)\).
