    For \(X\) quasi-projective over a separably closed field \(k\) and \(Y\) a closed subset containing the singular locus which is contained in an open affine set, let us consider the relative Chow group \(\text{CH}^ n(X,Y)\) of codimension-\(n\) cycles on \(X\) which miss \(Y\), \(n=\dim X>2\). The following results are obtained: (i) finiteness of torsion zero-cycles (prime-to-char\((k))\), (ii) if \(X\) is affine then \(\text{CH}^ n(X,Y)\) is torsion free prime- to-char\((k)\), (iii) (Bloch's formula) if \(Y\) is a finite set of closed points then there is an isogeny (i.e. a surjective map with finite kernel) \(\text{CH}^ n (X,Y) \to H^ n (X,{\mathcal K}_ n)\;(\text{char} (k)=0\) or \(\text{char} (k) \geq n)\) and if moreover \(X\) is affine then the group \(H^ n(X,{\mathcal K}_ n)\) is uniquely divisible prime-to-char\((k)\). For \(X\) a surface with ordinary multiple curves over \(k\) algebraically closed of zero characteristic the torsion group \(_ mH^ 2(X,{\mathcal K}_ 2)\) is finite for all \(m\).
