Relaxing the condition of usual holomorphic function calculus for normed algebras, the author proves the entitled assertion showing that his weaker condition still implies the function calculus to define local Banach algebras. This solves the problem posed in the book by \textit{B. Blackadar} [``\(K\)-theory for operator algebras'' (1986; Zbl 0597.46072)].
