    Formal asymptotic expansions of the solution of a nonlinear problem on the wave motion of a fluid with specified tangential surface stresses are constructed at high Reynolds numbers. A nonlinear boundary layer (BL), for which a selfsimilar solution is constructed, is formed close to the free boundary. The flow outside of the BL satisfies Euler's equation. The free boundary is determined by a dynamic condition which takes account of the tangential stresses and the velocity field in the BL. The action of the tangential stresses on solitary waves and on low amplitude progressive waves is calculated numerically.
