The paper is an extension of the earlier investigation of the second author [ibid. 74, No. 3, 271-287 (1989; Zbl 0694.65013)]. The element-by- element preconditioning technique is here applied to elliptic problems with discontinuous coefficients on regular grids in two and three dimensions and to constant coefficient two-dimensional problems on elements with variable aspect ratio.
