For a congruence subgroup \(\Gamma\) of the elliptic modular group consider the space \({\mathcal A}_ k(\Gamma,\lambda)\) of those modular forms of weight \(k\) which are eigenfunctions for the differential operator \[ L_ k:=-4y^ 2{\partial^ 2 \over \partial z\partial\bar z}+2iky{\partial\over\partial\bar z} \] on the upper half-plane \(\mathbb{H}\) with eigenvalue \(\lambda\). Denote by \({\mathcal N}_ k(\Gamma,\lambda)\) the orthogonal complement of the cusp-forms with respect to the Petersson inner product. Then an element \(f\in{\mathcal N}_ k(\Gamma,\lambda)\) is said to be cyclopean if the eigenvalue is suitable located and a certain coefficient of the Fourier expansion of \(f|_ k\gamma\) vanishes for all \(\gamma\in SL_ 2(\mathbb{Z})\). In case of the principal congruence subgroup \(\Gamma(N)\) of level \(N\) a basis of the space \({\mathcal C}_ k(\Gamma(N),\lambda)\) of all cyclopean forms is given by Eisenstein series \(E_ k(z,s,\chi)|_ k\gamma\) with Dirichlet characters \(\chi\mod N\), \(\chi(-1)=(-1)^ k\), \(\gamma\in\Gamma_ 0(N)\setminus\Gamma(1)\). Additionally, the eigenvalue \(\lambda\) has to be closely related to the zeros of the Dirichlet \(L\)- function \(L(s,\chi)\).
