The author considers the linear transport equation \(T(df/dt)+Af=0\), \(Q_ +f(0)=f_ +\) \(\| f(t)\|=O(1)\), (\(t\to+\infty\)), where \(T\) and \(A\) are selfadjoint operators in a separable Hilbert space \(H\), and \(Q_ +\) is the spectral projection of \(T\) with respect to \((0,+\infty)\). Assuming that \(A\) is Fredholm and has a finite dimensional negative part, the author develops a full-range theory and studies the measure of nonuniqueness and noncompleteness and the relationship between them.
