    A criterion is found for an \(n\times n\) complex matrix \(A\) to be nonsingular. The criterion requires the validity of an inequality or the block irreducibility of \(A\) together with two other inequalities. From this criteria are derived for the localization of the eigenvalues of an arbitrary square matrix, for all eigenvalues of \(A\) to have positive real parts, and for a real square matrix to be an \(M\)-matrix. Several matrices as examples are analyzed.
