    The author considers the class of problems with the total Hamiltonian (with \(\lambda\geq 0\)), \(H_ \lambda=H_ 0+\lambda V\). \(H_ 0\) is a Hamiltonian defined to be diagonal in a fixed complete orthonormal basis, with a discrete spectrum and a finite averaged density of states. The `interaction' term \(V\) represents a Gaussian ensemble of Hermitian random matrices. The paper endeavours to find some of the statistical properties of the eigenstates expanded in the given basis. With increasing \(\lambda\), \(H_ \lambda\) generates a dynamics which in some way describes a relaxation process. A set of equations similar to those of Fokker-Planck is derived which describes the gradual delocalization of the eigenstates with respect to the unperturbed energy with increasing strength of interaction. It is shown that for this model, when there is a localization of the eigenstates, the evolution has a nonergodic property.
