The main result is that, assuming the generalized Riemann hypothesis, there is a positive constant \(c\) such that for any sufficiently large prime \(p\) there is a prime \(q<c(\log p)^ 2\) satisfying the condition \(q^{p-1}\not\equiv 1\bmod p^ 2\).
